The 1997 White Paper on Higher Education Transformation and the 2001 National Plan for Higher Education indicated that the South African government would develop steering mechanisms to assist with the transformation of the public higher education system. For this process to function effectively, it is crucial that university councils understand how performance will be measured.
CHET´s experience has been that this will not be an easy task for many university councils; currently very few institutions produce emperically-based data sets which enable council members to engage meaningfully in discussions about the performance of their institution.
CHET has therefore been working on developing relevant performance indicators and on collecting the data. CHET has published several books and reports on performance indicators, and has also made the data available on-line. In 2012, CHET will also make the performance indicator data from seven African universities available, as well as data on the South African post-secondary education sector.
